Standard meter: Usage is split into tiers and multiplied by the corresponding rate. 2/3-zone meters: Each zone's percentage of total usage is calculated, then applied to each tier.

Electricity tariffs 2026 — household rates

Household electricity tariffs were updated by the Energy Regulatory Commission's Decision No. 350 of May 29, 2026, in force since June 2026 (superseding Decision No. 632 of 2024). Pricing uses 3 tiers based on total monthly consumption — the more you use, the more each additional kWh costs.

On a three-zone meter the evening peak (17:00–21:00) is the most expensive, while the night rate is a flat 119₮ across all tiers:

How do the tiers work?

The higher tier rate applies only to the portion above the threshold — using 260 kWh does not mean your whole bill is charged at the tier II rate.

Example: a household with a standard meter uses 260 kWh in a month: First 150 kWh × 184₮ = 27,600₮ Next 110 kWh × 269₮ = 29,590₮ Usage subtotal = 57,190₮ + Monthly base fee = 3,360₮ + 10% VAT = 6,055₮ Total bill = 66,605₮

Monthly base fee and VAT

Regardless of usage, every household pays a 3,360₮ monthly base fee covering metering and network maintenance. 10% VAT is added to the sum of usage charges and the base fee (minus any discounts) to produce the final bill.

Households receiving targeted social welfare support have a separate discounted tariff (ERC Decision No. 356): 90₮/kWh for the first 100 kWh, 110₮ above that.

Winter night discount (ger districts)

Ger-district households that heat with electric heaters get a discount on night usage from November 1 to April 1 each year. Since February 2025 the discount hours run 21:00–09:00 and the volumes were expanded. A 2-zone or 3-zone meter and no outstanding balance are required:

Applies to households in Ulaanbaatar, aimag centers and settlements of 10,000+ residents. Check with UBEDN (tog.mn) or your local distributor for details. UBEDN documents the discount window as 21:00–09:00, but multi-zone meters register night usage as 21:00–06:00, so this calculator applies the discount to the night register only — winter usage between 06:00 and 09:00 is billed at the day rate.

How to lower your electricity bill

Use the night rate. With a 2- or 3-zone meter, running high-power appliances (washing machine, heaters) after 21:00 saves substantially — the 3-zone night rate of 119₮ is about 2.5× cheaper than the evening 294–315₮.

Stay under tier thresholds. Keeping monthly usage within 150 or 300 kWh avoids the next tier's higher rate.

Avoid the evening peak. On a 3-zone meter, try not to run large appliances between 17:00 and 21:00.

Frequently asked questions

How do I know which meter type I have?
Standard meters show one reading (total kWh). 2-zone meters show day and night readings. 3-zone meters show day, evening, and night readings separately.
What are the tiered tariffs?
The first 150 kWh per month is charged at the lowest rate (Tier I). The next 150 kWh (151-300) is at a middle rate (Tier II). Anything above 300 kWh is charged at the highest rate (Tier III). This encourages energy conservation.
How is the bill calculated for 2/3-zone meters?
Instead of splitting each zone's usage into tiers separately, the system calculates each zone's percentage of total usage, distributes each tier's kWh by those percentages, and then multiplies by the zone+tier rate.
When is the winter heating discount available?
The discount applies from November 1 to April 1 each year for ger district households with electric heaters (discount hours 21:00–09:00). 220V: first 1,500 kWh of night usage 100% off, remainder 50% off. 380V: first 3,000 kWh 100% off, remainder 50% off.
What is the monthly base fee (3,360 MNT)?
